HOMEOWNERS MEETING 2/3/10. Next

The meeting was called to order
at 7 p.m. by Dan Pugh, President, with two other board
members and two homeowners present. Barbara Fuller
distributed the Treasurer’s Report. Total expenditures for
January were $7,986.70. Assets include: operating account:
$12,399.52 and reserve account $128,644.11. Recent costs
for snow removal indicate we will be over budget for this
category for the current record snowstorm winter.
Old Business
1.
The new directory
is in process and will be printed and mailed to homeowners
in March. We will have 250 copies printed.
2.
Dan Pugh signed
the CSHOA Collection Policy for the Nagel and Zaller Law
firm; co-signer: Sarah Drexler
3.
Dan Pugh reminded
homeowners of the Chief of Police visit to the May 5, 2010,
meeting.
4.
Homeowner Meetings
are now being held on the first Wednesday of each month at
the Pine Grove Middle School, 9200 Old Harford Road, at 7
p.m. in the first floor library.
5.
The Board voted to
have new meeting signs made for the entrance to the
association. The signs that announced monthly meetings were
stolen last year.
New Business
1.
The Board
discussed the contract up for renewal with Chesapeake
Landscaping. Dan Pugh will review the terms and sign the
contract.
Open Forum
Discussion took place regarding
the proposed building of two or three homes on property
across from Forrest Valley Road. Access to the homes would
be from Shanklin Road not CSHOA. No action is required at
this time.

TRASH ALERT from Baltimore County: The County has complained to the Management
Company about several cars being parked at the turn-arounds
on Kathsway, Forest Valley and Roger Valley. The County advised they will not
pick up trash if this condition continues as they cannot turn their trucks to
exit. Do not park on
the turn-arounds on Monday and Tuesday evenings.
BOARD MEETING 1/6/10:
The meeting was called to order at 7 p.m. by Dan Pugh, President.
Board members, Barbara Fuller and Sarah Drexler, and two homeowners were
present.
The Treasurer’s Report was distributed. Total
expenditures for December 2009 were $11,306.88. Total expenditures paid for
2009 were $76,564.05. Total Assets of $210,200.58 include: checking $1,000.00;
two money market accounts and a reserve account of $128,644.11.
Old Business
1.
A new homeowner telephone directory is still in process and will be
printed soon.
2.
The Holiday Lights Contest was cancelled due to the December snowstorm.
It was suggested that a Best Front Garden Contest be held in the
summer.
New Business
1.
Dan Pugh will arrange to host the captain of the Parkville Police at the
May 5, 2010, Homeowners Meeting. All homeowners are encouraged to attend to
hear a report of crime and crime prevention relating to the Parkville area.
2.
Barbara Fuller reported that Bank of America is providing the HOA good
service.
3.
There was discussion concerning snow removal on the common area
sidewalks. Dan Pugh will find out what needs to be done.
4.
Homeowners are being notified by the County about the new single stream
recycling program to take effect on February 2010.
5.
The ARC will begin walkthroughs in early spring. A request was approved
to purchase walkie-talkies so that the ARC reps are able to assess fronts and
backs of houses in sync.

NOVEMBER 2009 NEWSLETTER
ANNUAL HOMEOWNERS MEETING 11/11/09
The
meeting was called to order at 7 p.m by Barbara Fuller, Treasurer, with
two other board members and eight homeowners present. In absence of a
quorum, the elections for the two vacant board positions did not take
place.
Three members were elected to the ARC: Max Elsman, Carolyn Finnerty, and
Al Goetzel.
A
public notice will be placed in a local newspaper indicating there are
two vacancies on the Board. Anyone wishing to serve on the Board is
asked to attend the December 2nd meeting. The location of the December
meeting will be announced.
The
Treasurer’s Report was distributed: Total expenditures for October were
$8,911.10. Total expenditures paid YTD $73,281.65. Assets include:
checking $1000.00; savings $25,010.41 and reserve account $128,644.11.
Recent costs included replacement and caging of the light at the
entrance. Also, Maryland law has required new fidelity bonds on three
months of assets.
Old Business
There was discussion on the placement of trees. The 18 trees planted on
Forest Valley are meant to create a barrier against possible future
development of the land facing the association properties.
New Business
1. The Board acknowledged Beth Collins for her work in organizing the
Halloween parade.
2. A motion was passed to hold a holiday lights decoration contest.
Three prizes will be awarded for 1st, 2nd, and 3rd ($100, $75, $50).
Judging will take place the weekend of December 19th. Board and ARC
members are ineligible for prizes.
3. Discussion on where to hold the monthly meetings was unresolved. The
location of the December meeting will be announced.
Open Forum
A homeowner asked if there could be a comment section added to the
website that would function as a bulletin board. Ms. Fuller will talk to
Max about the feasibility. There being no further business, the meeting
was adjourned at 8:15 p.m.

OCTOBER 2009 NEWSLETTER
The meeting was called to order at 7 p.m by Barbara Fuller,
Treasurer, with two other board members and four homeowners
present. Amy Ruth has resigned as President. Dan Pugh agreed to
serve as interim President until elections are held at the
Annual Meeting on November 11, 2009.
The Treasurer’s Report was distributed: Total expenditures for
September were $6,606.81. Total expenditures paid YTD
$64,370.55. Assets include: checking $1000.00; savings
$25,004.12 and reserve account $128,644.11.
Old Business
A new homeowner directory is still in process. Over 100
homeowners receive the newsletter via e-mail and 32 homeowners
receive the newsletter via U.S. mail.
New Business
The Annual Homeowners Meeting will be Wednesday, November 11,
2009 at the Loch Raven Library at 7 p.m. There are Board
vacancies for the positions of President, Vice President, and
positions on the ARC committee. There was discussion on
promoting the board membership among neighbors. It would be
helpful to have some of the homeowners with children on the
board for planning a community playground. Please see the
attached flyer for more information on the annual meeting.
The ARC committee members form a crew that regularly patrols the
Association neighborhood and checks on architectural adherence
to the by-laws. One ARC committee member must be present at
monthly meetings.
Roberta Marques has the name of a plumber who has done good work
replacing PVC piping. Contact Ms. Marques if you are interested.
The board voted to accept a TGM Inc. proposal for $4,270 to
replace trees where dead pines were removed and also to plant a
variety of trees across from 3954 Forest Valley where
landscaping is needed.
The board also voted to accept a Winn Company proposal for
placing a cage to protect the lights near the Cromwell sign.
The board recommends renewing the five year contract with
Chesapeake Landscaping which is due in February 2010.

May 2009 NEWSLETTER
BOARD MEETING 5/6/09: NEXT BOARD MEETING JUNE 3rd
The meeting was called to order by Amy Ruth,
President, at 7:00 PM with four board members and
four homeowners present. Barbara Fuller presented
the Treasurers Report as follows: Total expenditures
for April were $7,001.33. Total expenditures paid
YTD $32,118.94. Assets include: checking $196.83;
savings $27,735.54 and reserve account $129,738.
Old Business
1.
The Yard Sale is scheduled for Saturday, May 9th. Amy
Ruth posted a sign at the entrance to the community,
advertised the sale in the Sun and
will post the date on Craigs List.
2.
Roberta Marques of RCM said that Dumpster Day will take place later
than originally planned because dumpsters are not
available in May. The Board agreed on possible
dates in early fall: Sept. 26th or Oct. 3rd.
3.
Bill Fuller reported that seventeen trees were planted in late
April. Due to the recent rains, the new trees are
doing well. Also, the Board agreed to have J&B
Landscaping stake the trees and this will happen
soon.
4.
Homeowners continue to complain about the lawn service creating
deep ruts while cutting the grass when the grass is
too wet. It was noted that the association has
twenty-two acres of open space and, on the whole,
the lawn cutting is well done.
5.
Organicare applied the first fertilizer to the common areas and did
a satisfactory job.
New Business
1.
There is a Board vacancy for the position of Vice President.
Anyone interested in completing the current term
(until fall elections), please send an e-mail to

2.
Homeowners lodged complaints about rented homes where it appears
more than 2 unrelated people are living. The
Baltimore County Council has passed strict zoning
regulations meant to deter landlords from crowding
rental homes with tenants. RCM will send notices to
rental owners where there may be zoning violations.
3.
The Annual Homeowners Meeting will be Wednesday, November 11, 2009.
4.
ARC has begun the spring walk-through. Many violations concern
unkempt rear yards. Trees that overhang sidewalks
must be trimmed back. All trash containers are to
be kept in the rear of properties. The ARC
continues to respond to requests sent to the ARC
e-mail. There were fourteen requests in April, and
so far seven for May.
Open Forum
There was some discussion about whether dryer vents
could be relocated to the front of homes for safety
reasons. ARC does not see this as an issue as long
as the vents are placed discreetly.

APRIL 2009 NEWSLETTER
BOARD MEETING 4/1/09: NEXT BOARD MEETING MAY 6TH
The
meeting was called to order by Barbara Fuller, Treasurer, at 7:00 PM
with four board members and six homeowners present. She presented the
Treasurer’s Report as follows: Total expenditures for March were
$12,359.91. Total expenditures paid YTD $25,829.27. Assets include:
checking $232.83; savings $28,429.58 and reserve account $129,738.
Roberta Marques of RCM Management Company reported that $673.94 paid in
legal fees was offset by repayments of overdue monthly fees plus
interest. There is one property in foreclosure; the bank is obligated
for the current homeowner fees as of the date of the foreclosure but not
the past due lien amount. Robert will send letters to homeowners
regarding violations reported to her by the ARC committee. Roberta
turned over the directory updates sent to RCM. An updated directory will
be produced in the near future. The e-mail and mail lists for the
newsletter will be updated per these requests.
Old Business
-
Mr. Fuller, Landscape committee, reported the Homeowner Association
purchased 17 trees from the Baltimore County tree program.
Arrangements are for an April 15th delivery. Shomin Nurseries will
be planting the 10 redbuds, 1 red maple, and 6 black gums in the
sites selected by the Landscape committee. There was some discussion
about purchasing water bags for the new trees. The county will have
a tree sale again in the fall.
The Board thanked Dan Pugh, Carolyn Finnerty, and Bill Fuller for
their excellent work on the spring tree planting project.

Organicare will be applying the first spring lawn treatment soon and
will place a notification sign at the entrance to the association.
-
No ARC committee representative was present. It was noted that at
least one ARC member is required to attend the monthly meetings.
There was discussion about the upcoming ARC walkthrough.

REMINDER to homeowners
All residents of Cromwell Station are governed by detailed
Covenants. These legally binding regulations address many aspects of
residency, including property transactions, maintenance and
modifications. Covenants help sustain our property values by
ensuring a well-maintained and standardized appearance throughout
the neighborhood. All residents must abide by the Covenants or, in
extreme cases, risk foreclosure on their property. “White blinds or
white roller shades may be installed on the units. No other color
will be accepted.” (Cromwell Homeowner Covenants. Complete Covenants

BOARD MEETING 3/4/09: NEXT BOARD MEETING APRIL 1ST
The meeting was called to order by President Amy Ruth at 7:00 PM with
three board members and six homeowners present. Barbara Fuller presented
the Treasurer’s Report as follows: Total expenditures for February were
$7,580.69. Total expenditures paid YTD $13,417.97. Assets include:
checking,$232.83; savings $28,424.13 and reserve account, $129,738.
Roberta Marques of RCM Management Company was absent due to illness.
New Business
The Architecture Review Committee (ARC) reported that a walk through
will begin in the spring. Many homeowners will be receiving letters from
ARC noting violations to the Cromwell covenants. Some areas of concern
are satellite dishes improperly installed; unpainted or incorrectly
painted doors; and decks painted unapproved colors.
The Landscaping Committee selected 10 sites for new trees and will be
placing an order for at least 15 trees from the County by March 27th. In
addition, the Board approved purchase of several Leyland Cypress trees
to be planted where privacy borders are needed.
The grasses near the sign at the entrance to Cromwell Station are
cumbersome and overgrown. It was recommended the grasses be transplanted
to another site where erosion has occurred near Tigreff.
Open Forum
A homeowner complained about vandalism to cars. Anyone experiencing such
problems is to call the Baltimore County Police. Homeowners are urged to
report every time they are victims to random vandalism.

BOARD MEETING 2/4/09: NEXT BOARD MEETING MARCH 4TH
The meeting was
called to order by President Amy Ruth at 7:00 PM with five
board members and five homeowners present. The January
Minutes were approved. Barbara Fuller presented the
Treasurer’s Report as follows: Total expenditures for
January and year to date were $5,837.68. Total assets were
not reported.
Roberta Marques
reported for RCM Management Company: In January,
letters were sent to all homeowners requesting Directory
information. Responses have been coming in every day. If
no response is received from an address, the address will be
listed in the Directory with just a name from the RCM
records. February 27th is the deadline for
responses.
New Business
The Board voted
unanimously to enter a three year contract with Organicare,
Inc. for lawn care. Ms. Marques has sent a letter to
Chesapeake Lawn Care (the current contractor) noting
homeowners’ complaints about mowing the grass with a very
low setting and mowing the grass when wet which has resulted
in deep ruts left by the mower wheels. Organicare, Inc. has
agreed to put signs at the entrance of the association to
let residents know when any lawn applications are to be
applied. The goal of Organicare is “to provide …a healthier
green lawn by using the highest quality fertilizer and weed
control.” They promise that “their approach (is) not only
very cost effective, but environmentally safer.”
Barbara Fuller,
Treasurer, reported that since Mercantile merged with PNC
she has not received a satisfactory level of service. She
has not received 2007 reporting forms which is causing the
auditors delays and problems. Barbara Fuller and Amy Ruth
will be investigating services at another local bank.
Open Forum
-
A homeowner
asked if a notice is sent before an account is turned
over to collection for late fees. Ms. Marques mails a
payment history printout to a homeowner who has missed
payments or failed to pay late fees. Ms. Marques
explained that everyone who buys a home in the
Association is aware there is a monthly fee and is
obligated to pay each month. This information is
contained in the by-laws.

Homeowners
can pay fees in advance, through on-line banking (no
coupon is required to pay), and now through Direct
Debit.
-
Dan Pugh has
researched the Baltimore County free tree program and
will be providing the Board with detailed information in
the next few days. The ARC committee will do a
walk-through in February to determine where new trees
are needed. The Association will consider paying for a
contractor to plant the free trees.

The meeting
was called to order by Treasurer Barbara Fuller at 7:00 PM
with four board members and eight homeowners present. The
December Minutes were approved. Barbara Fuller presented the
Treasurer’s Report as follows. Total expenditures for
December were $11,665.76. Expenditures to date total
$102,560.15. Assets include checking, $39,428; savings,
$19,838 and reserve account, $129,738.
Roberta
Marques reported for RCM Management Company.
1. Two
proposals for lawn care for 2009. Tru Green Chemlawn
($6,003.00) and Organic, Inc. ($6,050.00). The proposals are
only different by $47.00. The board requested Organic, Inc.
to explain what type of chemical they will use and to
include a 48 hour notification to the community before
placing the treatment as part of the contract. The Landscape
Committee will evaluate the two proposals and make a
recommendation to the board.
2. The
2007 audit is complete and will be certified.

1. Questions
about getting a mailbox lock fixed and/or a key replacement.
The procedure is: go to the Parkville Post Office and inform
the employee at the counter what the problem is; bring with
you (1) a copy of your mortgage, (2) identification, (3)
$15.00. The Post Office will schedule for the lock to be
fixed and/or key replaced. You will be issued 2 keys. The
$15.00 fee is to cover the administrative expenses.
2. A
new, updated CSHOA Telephone Directory will be produced for
2009.
3. Chesapeake
Landscaping will be requested to only cut areas if needed,
and not to cut too short.
4. Dan
Pugh will research the County Tree Program and report back
to the board.
5. The
Baltimore County Department of Parks and Recreation honored
51 volunteers from recreation councils across Baltimore
County at the “Shining Star” Awards held December 15th in
the County Council chambers in Towson. Volunteers were
recognized for volunteering countless hours of their own
time to run recreation programs, coach sport teams, teach
programs and more. Carole Ziegler of Cromwell Valley, one of
our own residents, was honored. Congratulations Carole for
your tireless efforts!

DECEMBER 2008 NEWSLETTER
BOARD MEETING 12/3/08: NEXT BOARD MEETING JANUARY 7TH
The meeting was called to order by President Penny Kitko at 7:05 with
four board members and three homeowners present. The Board thanked Penny
Kitko and Martha Black for the outstanding job they did during their
terms on the Board. The November Minutes were approved without
correction. Barbara Fuller presented the Treasurer's Report as follows.
A correction was made to the September report; total expenditures for
September were $8851 rather than $8461 as previous reported. Expenses in
October were $7,710 and for November were $6393 for a total of $14,103
for the two months. Expenditures year to date total $90,894. Assets
include checking, $36,833; savings, $19,838 and reserve account,
$121,198 (additional contributions to be made at maturity of CD).
Roberta Marques reported for RCM management company.
1. In response to our request to the County, we received a letter from
the Chief of the Department of Highways stating that they had
responsibility for the care of our community roads. This is particularly
good news because it reduces the amount of the set-aside that we are
required to make to the reserve account.
2. Ms. Marques will contact the Providence Rd. Volunteer Fire Company to
ask them to bring Santa Claus into the community as they have in
previous years.
3. RCM has been monitoring the storage of trashcans and presented
photographs of several homes in the community where these trashcans are
being stored visibly in the front yard. According to the terms of our
Covenant, trashcans must be kept out of sight, in back
yards/patios/decks. RCM will to continue to monitor this and to take
photos.
There was no new business as this was the final meeting of the 2008
Board. Our new Board will be meeting in January to continue to serve the
community.
Our Open Forum produced only one comment from homeowners. Once again
there is concern about the practice of collecting droppings from dogs
being walked in the neighborhood. As a final reminder the following
rules apply:
1. Pick up your dog's waste.
2. Do not leave it in a bag at the curb or in common areas.
3. Under no circumstances should dog waste be scooped into the gutter.
This is a violation of County law. We encourage any homeowner who
observes this to report it to Animal Control (see contact information
below).
Your 2008 Board wishes you all a happy, healthy and, above all, a
prosperous New Year. We welcome the new board members and stand by to
help in any way we can.

November 2008 Newsletter
ANNUAL MEETING: NOV. 5TH
The 2008
Annual HOA meeting was called to order at 7 PM with all board members and 13
homeowners present. The September Minutes were approved without correction.
Barbara Fuller presented the Treasurer's Report through September as well as the
proposed budget for 2009. The incoming 2009 board of directors will need to vote
on this budget.
September: Expenses for the month of September totaled $8,461 including RCM
management fee, Chesapeake Landscaping monthly contract, BG&E, Nagel & Zaller
legal fees, Harford Hills school for monthly meeting, Reserve Account monthly
set-aside, USPS for HOA election mailing, Castlewood Tree Service for tree
removal and federal, state and county taxes. Total expenditures YTD total
$76,418. Current assets include checking accounts, $37,577; savings account,
$19,838; reserve account $121.198 for an asset total of $178,613. Monthly
set-asides for the reserve account are folded into our CD each time it matures.
The proposed 2009 Budget includes $9580 for administration, $65,300 for
maintenance of community property, $14,250 for RCM management fees and
miscellaneous management expenditures, $2,030 for Committees (website, ARC,
nominating committee, newsletter, HOA directory) and $8540 for reserve account
for a total of $99,700. Income from dues, late fees and interest on savings is
projected to total $99,700 producing a balanced budget for 2009.
ELECTION OF BOARD FOR 2009
Ballots containing the names of nominees for the board and ARC were distributed
and the meeting was opened to nominations from the floor. Several homeowners
present volunteered to run and their names were added to the ballots. After
voting, ballots were collected and counted by two homeowners selected at random
from the attendees. The results are as follows:

YEAR IN REVIEW
-
New and
repaired sidewalks. The County came in early in the summer to inspect and
repair sidewalks slabs that were no long in code. The County picked up the
cost where water meters were involved and billed HOA or private homeowners
for the rest.
-
A
continuing effort was made to remove the white pines that had died over the
past year. This will be an ongoing project until the white pines have been
replaced.
-
The
board contracted with Reserve Advisors to update the financial requirements
of our reserve account. As expected, the account remains severely
underfunded.
-
In an
attempt to ease the burden of the reserve account, the board contacted the
County to determine whether the County would accept full responsibility for
the roads in the community (the County currently shares responsibility with
CSHOA). At this writing, we have not received a definite answer; however, we
expect to hear before year-end.
OPEN
FORUM
Some minor issues concerning the community were raised; these issues come up
regularly and to a large extent are outside the authority of the board:
-
Communication boxes (Verizon, Comcast, etc.): From time to time they are
vandalized by local "artists," leaving them unsightly or occasionally they
are left ajar by technicians. This issue must be addressed by the company.
-
Mailboxes: This is another situation that is outside the board jurisdiction.
Only the US post office can address mailbox issues.
-
Trees
overhanging sidewalks: This issue requires the cooperation of all
homeowners. If a tree is growing on your property and is overhanging the
sidewalk, branches must be trimmed back to no less than 7 feet above the
walkway so that pedestrians can walk under them safely.

Trees: These attractive landscaping trees seem to exude a sticky substance
that drops on parked cars and attracts insects. Unfortunately, there are a
substantial number of these trees in the neighborhood. Removing them is not
an option as they are an attractive addition to the community; however,
trimming is a possibility that the 2009 board may wish to look at.

REMINDER
Because there are a number of homes currently being rented in our community, the
board would like to remind everyone that the County has issued strict guidelines
for home rentals. It is not legal for more than two unrelated individuals to be
living in a rental home.
